With reference to my despatch No.1 of January 7th last, on the threatened stoppage by the Chinese merchants of the Hongkong trade via Tongking into Yunnan, I have the honour to enclose copy of a letter handed to me by Mr. Carlisle, His Majesty's Consul at Hanoi (now on a visit to Yunnanfu), explaining the cause of the boycott and of its cessation after a very brief enforcement.
